Some other autosurfs may not be stable due to interruptions during surfing which should not occur or it defeats the purpose of autosurfing. The admin must actively check the links. If the admin is missing (not doing their job), new links will not be approved for a long time, or forever.
There is an elusive link to Webfetti that keeps on popping up to halt autosurfing, even on stable autosurf sites. It is so irritating to have such irresponsible people hide this annoying webpage in their link. Apparently, the admins were unable to filter it out, probably due to a long timer hidden within the webpage.
